Part VII. Confidential Decision: Helam Mine Care-and-Maintenance

A letter from Howard Marsden (Mining Executive, Petra Diamonds) to Harry Mothiba (Principal Inspector, North West Region, DMR) dated March 28, 2017 :

We have been on care and maintenance since August 2014, in anticipation of improved economic circumstances which could improve the viability of the mine and which has not materialized, and more recently, with the aim of finding a viable 3rd party to buy the mine. Unfortunately neither has happened, and as a result we are taking the Care and maintenance to the next phase."
